According to federal legislation and regulations of the Ministry of Education and Science, the scholarship budget of any state educational institution is formed on the basis of the profitable activities of the educational institution, the amount of financial subsidies from the federal budget and the characteristics of the student body in each individual case.

Scholarship in colleges is largely different from the university, unfortunately, not in better side. Knowing what kind of scholarship college students have, you are very surprised to have it at all. By and large, there is no point in paying such meager money. Often, students themselves say that it would be much better if, instead of scholarships, they were provided with three daily hot meals and public transport passes. Free subscriptions to cinemas, museums, exhibitions and theaters would be a great bonus.

The procedure for assigning state social scholarships to students from January 1, 2019 has been changed

Based on the above, the student himself, who is a member of a low-income family, a member of his family, as well as a low-income student living alone, can be an applicant when applying for state social assistance. If the recipient of state social assistance is a low-income family, of which the student is a member, the supporting document, in our opinion, may be a notification of the appointment of state social assistance to a low-income family, of which the student is a member. 3. The legal and organizational framework for the provision of state social assistance is established by the Federal Law of July 17, 1999 No. 178-FZ "On State Social Assistance". Attention! Students! 2 The Ministry of Labor and Social Protection of the Russian Federation considered a letter from the Ministry of Education and Science of the Russian Federation dated November 17, 2019 on clarifications regarding the procedure for providing state social assistance in connection with the adoption of Federal Law No. 312-FZ dated July 3, 2019 “On amendments to Article 36 of the Federal Law "On Education in the Russian Federation". On the merits of issues within its competence, the Ministry of Labor of Russia reports the following. 1. In accordance with articles 7 of the Federal Law of July 17, 1999 178-FZ "On State Social Assistance" (hereinafter - Federal Law 178-FZ), poor families, low-income citizens living alone and other categories of citizens can be recipients of state social assistance provided for by this Federal Law, which, for reasons beyond their control, have an average per capita income below the subsistence level established in the corresponding subject of the Russian Federation. The size, conditions and procedure for the appointment and payment of state social assistance are determined by the state authorities of the constituent entities of the Russian Federation. On the basis of Part 1 of Article 8 of Federal Law 178-FZ, state social assistance is appointed by the decision of the social protection authority of the population at the place of residence or place of stay of a poor family or a poor living alone citizen. According to paragraph 3 of Article 8 of Federal Law 178-FZ, a notice of the appointment of state social assistance or a refusal to assign it must be sent in writing to the applicant by the social protection authority of the population at the place of residence or place of stay of the applicant no later than 10 days after the applicant's application and submission to them required documents. If it is necessary to conduct an additional verification (commission examination) by the social protection agency of the information provided by the applicant on the income of the family (of a single citizen), this agency must give a preliminary response within the specified period with a notification of such verification. In such a case, the final answer must be given to the applicant no later than 30 days after the submission of the application. In our opinion, this notification of the appointment of state social assistance can be considered as a document confirming the appointment of state social assistance, the submission of which to the organization providing educational activities, provided for by paragraph 5 of Article 36 of the Federal Law "On Education" (as amended by the Federal Law of July 3, 2019 No. 312-FZ).

Children from low-income families are entitled to one-time social assistance from the government. To receive it, the student writes an application addressed to the rector. This issue is discussed at the meeting, the trade union, the curator of the group is invited. If the above persons approve the application, the student will receive assistance in monetary terms.

Each university has a different amount of scholarships, but the minimum is 1200 rubles. In the first semester, everyone receives a student allowance, regardless of grades. In the second, only those who studied “good” and “excellent”, passed the session and have no debts for offsets will receive payments. Excellent students are given an increased scholarship, the increase is established by the Academic Council.

Scholarship in 2019-2019 academic year

Of course, the size of these scholarships does not allow the student to feel wealthy, but if the student has a certain right to several types of scholarships, the total amount of his income can be approximately 20 thousand rubles. Let's do some calculations that will clearly show you how you can get this amount.

Students who receive academic payments are also eligible to receive this payment. Also, people who are orphans, live without parental care, people with disabilities (groups 1 and 2), veterans and invalids of military operations, people affected by the Chernobyl nuclear power plant and people whose family income on one of family members, does not exceed the minimum subsistence level in the region.

The amount of the scholarship at Moscow universities in 2019-2019

The volume of the scholarship fund has increased, therefore, scholarships for postgraduate students were automatically raised. From now on, they will receive 2637, 2717 or 6330 rubles (depending on the direction they have chosen to study). Prior to that, they received 1,000 rubles less.

A scholarship is a monthly amount of payments made, as a rule, at the expense of the state budget in order to provide material support to one of the most vulnerable categories of the country's population - full-time students of secondary and higher educational institutions, graduate students and doctoral students. Recently, the State Duma has repeatedly called for depriving students of cash payments, allegedly in conditions of an economic and political crisis, such types of subsidies are rather a luxury for the state treasury. Fortunately, the proposal to cancel the aid remained on the sidelines of the State Duma. Therefore, as before, students of Moscow and other universities of the country may well count on obtaining scholarships.

Scholarship for Russian students in 2019

However, in 2019, scholarships were still slightly raised. Recall that Dmitry Medvedev signed a resolution according to which the subsistence level was set at 9,662 rubles, which is much higher than the amount of payments due to students. The Ministry of Education spoke about the need to review scholarships, emphasizing that higher payments will pay for themselves in the future.

The Ministry of Finance said that the state of the budget did not allow this step to be taken, and the government considered questions about the overall reduction of the budget burden, figuring out how to reduce its expenditure side. All the debate ended with the adoption of standards that determine the amount of academic and social payments for university students, according to which Russian students should not expect an increase in scholarships in 2019.

Scholarship for students in the 2019-2019 academic year

Presidential scholarships are provided for students studying in areas that are beneficial for the country's economy. Paid for achievements and various successes. In addition, only full-time students with high academic performance who are actively involved in the life of the educational institution can apply for this scholarship.

According to Dmitry Livanov, it is planned to increase the amount of scholarships for graduate students studying at the full-time department, and for state students. One cannot overlook the fact that the scholarship does not match the living wage, forcing the bulk of the students to find ancillary income. And this has a negative impact on learning.

Assignment of scholarships to students in the 2019 academic year

The amount by which they want to increase the scholarship, as well as the size of the scholarship itself, depends on the educational institution, as well as on the region of our country. Also, recently there has been a trend of different scholarships in the same institute, but in different faculties. This is due to the fact that at a not too prestigious faculty they give a scholarship higher than at others, in order to attract new students.

All questions about the payment of scholarships to students, graduate students, doctoral students, etc. are regulated by the law "On Education of the Russian Federation". The student receives monthly assistance from our state in accordance with the established rules and prescribed norms for the provision of this type of subsidy. The amount of the scholarship directly depends on the institution where students are studying. For secondary educational institutions, technical schools, colleges, social payment - a scholarship - cannot legally be lower than 487 rubles. In higher educational institutions, students should not receive a scholarship lower than 1340 rubles.

Between the start school year Before passing the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

Based on the results of passing the intermediate certification, the state academic scholarship is paid to students in the following amounts:

  1. If the student did not pass the tests and exams within the time limits set by the educational organization, for good reasons (illness, family circumstances, natural disasters), the management of the educational organization (after the student submits supporting documents) sets individual deadlines for passing tests and exams, after which he is assigned (or not assigned) a scholarship.
  2. If the student was transferred from one educational organization to another, the scholarship is paid after the difference in curricula is eliminated.
  3. If a student, following the results of passing an intermediate certification (examination session), has at least one “satisfactory” mark and (or) academic debt in one of the subjects, then he automatically loses the right to receive a scholarship until passing the next intermediate certification.
  4. If the student is on academic leave due to academic failure, the scholarship is not paid.
  5. The payment of state academic scholarships to students ceases from the moment the student is expelled from the organization.
