ON THE PROCEDURE FOR IMPROVING SCHOLARSHIPS FOR STUDENTS IN FEDERAL STATE EDUCATIONAL INSTITUTIONS OF VOCATIONAL EDUCATION

Government Russian Federation decides:
1. Establish that the budget allocations provided for by the Ministry of Education and Science of the Russian Federation in the federal budget for the corresponding financial year under the subsection "Higher and postgraduate professional education" of the section "Education" of the classification of budget expenditures for improving the scholarship provision for students in federal state educational institutions vocational education, are used:
a) for the payment of scholarships of the President of the Russian Federation, established by Decree of the President of the Russian Federation of September 14, 2011 N 1198 "On scholarships of the President of the Russian Federation for students and graduate students studying in areas of training (specialties) corresponding to the priority areas of modernization and technological development Russian economy";
b) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 20, 2011 N 600 "On scholarships of the Government of the Russian Federation for students and graduate students studying in areas of training and specialties corresponding to the priority areas of modernization and technological development of the Russian economy" ;
c) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 28, 2011 N 625 "On scholarships of the Government of the Russian Federation for students in educational programs of primary vocational and secondary vocational education, corresponding to the priority areas of modernization and technological development of the economy of the Russian Federation ";
d) to increase the scholarship fund of federal state educational institutions higher professional education in accordance with the Rules for improving the scholarship provision for students of federal state educational institutions of higher professional education, approved by this Decree.
2. To approve the attached Rules for Improving the Scholarship Provision for Students of Federal State Educational Institutions of Higher Professional Education.
3. The Ministry of Education and Science of the Russian Federation, within a month from the date of adoption of this Decree, approve the procedure for distributing budgetary appropriations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for improving scholarships for students in federal state educational institutions of vocational education.

REGULATIONS
IMPROVEMENT OF SCHOLARSHIP PROVISION FOR STUDENTS OF FEDERAL STATE EDUCATIONAL INSTITUTIONS OF HIGHER PROFESSIONAL EDUCATION

I. General provisions

1. These Rules establish the procedure for improving the scholarship provision for students studying in federal state educational institutions of higher professional education in full-time training at the expense of the federal budget for the main educational programs of higher professional education (hereinafter, respectively - students, institutions of higher professional education).
2. In order to improve the scholarship provision for students, the scholarship fund of institutions of higher professional education is increased and increased state academic scholarships (hereinafter referred to as the increased scholarship) are awarded to students who have achievements in educational, research, social, cultural, creative and sports activities.
3. An increased scholarship is paid for achievements in any one or more areas of activity specified in paragraph 2 of these Rules.
4. The number of students of an institution of higher professional education receiving an increased scholarship in accordance with these Rules cannot be more than 10 percent total number students receiving state academic scholarships.
5. When assigning increased scholarships in accordance with these Rules, an institution of higher professional education may use no more than 20 percent of the total increase in the scholarship fund, carried out in accordance with these Rules, to increase scholarships for achievements in educational activities.
6. The institution of higher professional education independently determines the size of the increased scholarship depending on the courses of study, taking into account the priority increase in scholarships for students enrolled in more advanced courses. For each educational program by decision of the Academic Council of the institution of higher professional education, a course (semester) is established, starting from which an increased scholarship is assigned.
The decision on the amount of the increased scholarship is made by the academic council of the institution of higher professional education with the participation of representatives of student government.

II. Criteria for awarding an increased scholarship

7. An increased scholarship is awarded for the student's achievements in educational activities if this activity meets one or more of the following criteria:
a) receipt by the student at the end intermediate certification during at least 2 consecutive semesters preceding the award of the scholarship, the grades are "excellent" and "good" with at least 50 percent of the grades "excellent";
b) recognition of a student as a winner or prize-winner of an international, all-Russian, departmental or regional Olympiad, competition, competition, competition and other event held by an institution of higher professional education, public and other organization, aimed at identifying educational achievements students spent during the 2 years preceding the award of the scholarship.
8. In the event of an academic debt or retaking an exam (test) for an unexcused reason during 2 consecutive semesters preceding the award of a scholarship, an increased scholarship is not assigned.
9. An increased scholarship is awarded for the achievement of a student in research activities if this activity meets one or more of the following criteria:
a) receipt by the student within 2 years preceding the appointment of an increased scholarship:
awards (prizes) for the results of research work carried out by an institution of higher professional education or other organization;
a document certifying the student's exclusive right to the scientific (scientific-methodical, scientific-technical, scientific-creative) result of intellectual activity (patent, certificate) achieved by him;
grant for the implementation of research work;
b) the student has a publication in a scientific (educational-scientific, educational-methodical) international, all-Russian, departmental or regional publication, in a publication of an institution of higher professional education or other organization during the year preceding the appointment of an increased scholarship;
c) other public presentation by the student during the year preceding the appointment of an increased scholarship, the results of research work, including by making a report (message) at a conference, seminar and other international, all-Russian, departmental, regional event held by an institution of higher professional education, public or other organization.
10. An increased scholarship is awarded for the achievement of a student in social activities if this activity meets one or more of the following criteria:
a) the systematic participation of the student in the conduct (ensure the conduct):
socially oriented, cultural (cultural and educational, cultural and educational) activities in the form of sponsorship, charity events and other similar forms;
public activities aimed at promoting universal human values, respect for human rights and freedoms, as well as protecting nature;
socially significant cultural events;
b) the systematic participation of the student in activities for information support of socially significant events, public life of an institution of higher professional education (in the development of a website for an institution of higher professional education, organization and support of the activities of the media, including the publication of a newspaper, magazine, the creation and implementation of television - and radio programs of institutions of higher professional education);
c) participation (membership) of a student in public organizations during the year preceding the appointment of an increased scholarship;
d) the systematic participation of the student in ensuring the protection of the rights of students;
e) systematic gratuitous performance by the student of socially useful activities, including organizational, aimed at maintaining public safety, landscaping environment, environmental protection activities or other similar activities.
11. An increased scholarship is awarded for the student's achievements in cultural and creative activities if this activity meets one or more of the following criteria:
a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of cultural and creative activities carried out by him as part of the activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, review and other a similar international, all-Russian, departmental, regional event;
b) public presentation by a student during the year preceding the appointment of an increased scholarship, a work of literature or art created by him ( literary work, dramatic, musical-dramatic work, scripted work, choreographic work, pantomime, musical work with or without text, audiovisual work, painting, sculpture, graphics, design, graphic story, comic book, other work visual arts, works of arts and crafts, scenographic art, works of architecture, urban planning, landscape gardening art, including in the form of a project, drawing, image, layout, photographic work, work obtained by a method similar to photography, geographical, geological, other maps, plan, sketch, plastic work related to geography, topography and other sciences, as well as another work);
c) the systematic participation of the student in the conduct (ensuring the conduct) of public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.
12. An increased scholarship is awarded for the achievement of a student in sports activities if this activity meets one or more of the following criteria:
a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of sports activities carried out by him in the framework of sports international, all-Russian, departmental, regional events held by an institution of higher professional education or other organization;
b) the systematic participation of the student in sports events of an educational, promotional nature and (or) other socially significant sports events.
13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation of March 31, 2011 N 368 "On scholarships of the President of the Russian Federation to athletes, coaches and other specialists of sports teams Russian Federation for sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics".

III. The procedure and conditions for financial support for improving student scholarships

14. The Ministry of Education and Science of the Russian Federation, within the budget allocations provided for it in the consolidated budget list of the federal budget for the current financial year and planning period for the purposes specified in paragraph 1 of these Rules, shall, in accordance with the established procedure, submit proposals to the Ministry of Finance of the Russian Federation on making amendments to the said consolidated budget breakdown in terms of the redistribution of the said budget appropriations between the main administrators of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main administrators of federal budget funds, based on the number of students studying in institutions of higher education vocational education, as well as increasing coefficients (if any) for the scholarship fund of the federal state budgetary educational institution of higher professional education "Moscow State University named after M.V. Lomonosov" and the federal state budgetary educational institution of higher professional education "St. Petersburg State University", as well as federal universities and universities in respect of which the Government of the Russian Federation has established the category "national research university".
15. Increasing coefficients for the scholarship fund are established:
a) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;
b) by an administrative act of the chief manager of federal budget funds - for institutions of higher professional education subordinate to him.
16. Financial support for the improvement of scholarship provision for students is carried out on the basis of a budget estimate (for state-owned institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of Article 78.1 of the Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).
17. The main administrators of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main administrators of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and Science of the Russian Federation, on the payment of increased scholarships for the previous academic year.

2. To approve the attached Rules for Improving the Scholarship Provision for Students of Federal State Educational Institutions of Higher Professional Education.

3. The Ministry of Education and Science of the Russian Federation, within a month from the date of adoption of this resolution, approve the procedure for distributing budgetary appropriations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for improving scholarships for students in federal state educational institutions of vocational education.

12. An increased scholarship is awarded for the achievement of a student in sports activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of sports activities carried out by him in the framework of sports international, all-Russian, departmental, regional events held by an institution of higher professional education or other organization;

b) the systematic participation of the student in sports events of an educational, promotional nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 "On scholarships of the President of the Russian Federation to athletes, coaches and other specialists of the sports teams of the Russian Federation for sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics".

III. The procedure and conditions for financial support for improving student scholarships

14. 10. An increased scholarship is awarded for the achievement of a student in social activities if this activity meets one or more of the following criteria:

a) the systematic participation of the student in the conduct (ensure the conduct):

socially oriented, cultural (cultural and educational, cultural and educational) activities in the form of sponsorship, charity events and other similar forms;

public activities aimed at promoting universal human values, respect for human rights and freedoms, as well as protecting nature;

socially significant cultural events;

b) the systematic participation of the student in activities for information support of socially significant events, public life of an institution of higher professional education (in the development of a website for an institution of higher professional education, organization and support of the activities of the media, including the publication of a newspaper, magazine, the creation and implementation of television - and radio programs of institutions of higher professional education);

c) participation (membership) of a student in public organizations during the year preceding the appointment of an increased scholarship;

d) the systematic participation of the student in ensuring the protection of the rights of students;

e) systematic gratuitous performance by a student of socially useful activities, including organizational activities aimed at maintaining public safety, improving the environment, environmental activities or other similar activities.

11. An increased scholarship is awarded for the student's achievements in cultural and creative activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of cultural and creative activities carried out by him as part of the activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, review and other a similar international, all-Russian, departmental, regional event;

b) public presentation by a student during the year preceding the appointment of an increased scholarship, a work of literature or art created by him (a literary work, a dramatic, musical and dramatic work, a script work, a choreographic work, pantomime, a musical work with or without text, an audiovisual work, works of painting, sculpture, graphics, design, graphic story, comics, other works of fine art, works of arts and crafts, scenographic art, works of architecture, urban planning, gardening art, including in the form of a project, drawing, image, layout, a photographic work, a work obtained in a manner analogous to photography, a geographical, geological, other map, plan, sketch, plastic work related to geography, topography and other sciences, as well as another work);

c) the systematic participation of the student in the conduct (ensuring the conduct) of public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.

12. An increased scholarship is awarded for the achievement of a student in sports activities if this activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship, an award (prize) for the results of sports activities carried out by him in the framework of sports international, all-Russian, departmental, regional events held by an institution of higher professional education or other organization;

b) the systematic participation of the student in sports events of an educational, promotional nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation of March 31, 2011 N 368 "On scholarships of the President of the Russian Federation to athletes, coaches and other specialists of sports teams Russian Federation for sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics".

III. Procedure and conditions of financial security

14. The Ministry of Education and Science of the Russian Federation, within the budget allocations provided for it in the consolidated budget list of the federal budget for the current financial year and planning period for the purposes specified in paragraph 1 of these Rules, shall, in accordance with the established procedure, submit proposals to the Ministry of Finance of the Russian Federation on making amendments to the said consolidated budget breakdown in terms of the redistribution of the said budget appropriations between the main administrators of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main administrators of federal budget funds, based on the number of students studying in institutions of higher education vocational education, and multiplying factors(if established) for the scholarship fund of the federal state budgetary educational institution of higher professional education "Moscow State University named after M.V. Lomonosov" and the federal state budgetary educational institution of higher professional education "Saint Petersburg State University", as well as federal universities and universities for which the category "national research university" has been established by the Government of the Russian Federation.

15. Increasing coefficients for the scholarship fund are established:

a) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;

b) by an administrative act of the chief manager of federal budget funds - for institutions of higher professional education subordinate to him.

16. Financial support for the improvement of scholarship provision for students is carried out on the basis of a budget estimate (for state institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of article 78.1 Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).

17. The main administrators of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main administrators of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and Science of the Russian Federation, on the payment of increased scholarships for the previous academic year.

In order to establish a unified procedure for organizing and financing from the regional budget the construction, reconstruction, overhaul of facilities, as well as the repair of highways, the Government of the Rostov Region

p o s t a n o v l i a t:

1. Approve the procedure for organizing and financing from the regional budget the construction, reconstruction, overhaul of facilities, as well as the repair of roads in accordance with.

2. To the main administrators of the funds of the regional budget and subsidies provided from the federal budget for the implementation of budget investments (hereinafter referred to as the funds of the regional budget):

when compiling lists of objects and measures for major repairs, allocate 60 percent of the funds provided for these purposes in the regional budget for the next financial year and planning period to capital repairs (except for the road sector);

provide for the next financial year and planning period funds in the amount of at least 2 percent of the total amount of financial resources allocated for major repairs, for the development of design estimates for major repairs, which are planned in the next 2-3 years (except for the road sector);

ensure the targeted use of funds allocated from the regional budget for the above purposes, in the manner prescribed by this resolution;

when compiling lists of facilities and measures for overhaul and repair of road facilities of regional and intermunicipal significance for the next financial year and planning period, proceed from the cost standards for overhaul and repair of regional and intermunicipal roads in accordance with the Decree of the Government of the Rostov Region dated 13.01.2012 No. 12 "On the standards of financial costs for major repairs, repairs, maintenance of highways common use regional and intermunicipal significance and the Rules for calculating the amount of appropriations of the regional budget for these purposes”; for the overhaul of healthcare facilities, proceed from the standards approved by the Order of the Ministry of Regional Development of the Russian Federation dated April 21, 2011 No. 184 “On Approval of the Aggregated Standards for the Marginal Price of Capital and Current Repairs of Healthcare Facilities in 2011-2012”.

2.1. The main managers of the regional budget funds for objects of regional property should consider:

the expediency of the issued initial permits;

completeness and expediency of design solutions, used materials, equipment and their equivalents, structures, technologies, methods of organization and production of work for compliance with the objectives of the investment project;

the feasibility of adjusting the design and estimate documentation, as well as performing additional work.

2.2. The main managers of the regional budget funds should develop and approve measures for the implementation of departmental control over the placement of state orders and the use of budgetary funds.

3. Recommend to local self-government bodies of municipal formations of the Rostov region to adopt legal acts regulating the organization and financing from the local budget of construction, reconstruction, overhaul of facilities, as well as the repair of roads.

4. The Ministry of Finance of the Rostov Region (Fedotova L.V.), within two months from the date of entry into force of this resolution, to make appropriate changes to the Decree of the Government of the Rostov Region dated December 23, 2011 No. 294 “On measures to ensure the execution of the regional budget in 2012”.

5. Recognize as invalid the legal acts of the Rostov region according to the List in accordance with.

6. The Decree enters into force on the day of its official, with the exception of paragraph 5.9 of section 5 of the Procedure for organizing and financing from the regional budget construction, reconstruction, overhaul of facilities, as well as the repair of roads, which comes into force on January 1, 2013.

1. Basic provisions

1.1. This Procedure was developed in accordance with the Budget Code of the Russian Federation, federal laws No. 39-F3 dated February 25, 1999 “On investment activities in the Russian Federation carried out in the form of capital investments”, No. 94-FZ dated July 21, 2005 “On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs”, Regional Law No. 151-ЗС dated October 1, 2004 “On Investments in the Rostov Region”, other legal acts of the Russian Federation and the Rostov Region in the field of construction, reconstruction, overhaul of facilities, as well as the repair of roads and artificial structures on them.

1.2. The procedure for organizing and financing from the regional budget works on construction, reconstruction, overhaul and design of facilities, as well as the repair of roads (hereinafter referred to as the Procedure) establishes uniform conditions for organizing work, determining the cost and payments for work performed, services provided for construction, reconstruction, overhaul, repair of roads and design of facilities financed from the regional budget, including funds from the fund for co-financing expenses, funds from the reserve fund of the Government of the Rostov Region, as well as subsidies provided from the federal budget and the Investment Fund of the Russian Federation for budget investments (hereinafter referred to as the funds of the regional budget).

1.3. In this Order, the following concepts are used:

the main manager of the regional budget funds - the executive authority of the Rostov region, which, in accordance with the established procedure, is entrusted with the functions of the main manager of the regional budget funds;

state customer - the executive authority of the Rostov region and (or) the recipient of the regional budget;

customer - a local government body (municipal customer), the Ministry of Transport of the Rostov Region (for highways of regional and intermunicipal significance), an enterprise (institution) that ensures the implementation of construction control and other functions related to the organization of construction, reconstruction, overhaul and repair of automobile roads financed from the regional budget;

developer - an individual or legal entity that provides construction, reconstruction, overhaul of capital construction facilities on its land plot, as well as engineering surveys, preparation of project documentation for their construction, reconstruction, overhaul;

technical customer - an individual acting on a professional basis, or a legal entity who is authorized by the developer and on behalf of the developer conclude agreements on the performance of engineering surveys, on the preparation of project documentation, on the construction, reconstruction, overhaul of capital construction facilities, prepare assignments for the implementation of the specified types of work, provide persons performing engineering surveys and (or) preparing project documentation, construction, reconstruction, overhaul of capital construction facilities with materials and documents necessary to perform these types of work, sign the documents necessary to obtain permission to commission a capital facility construction into operation, carry out other functions provided for by law;

agreement (agreement) for the implementation of an investment project - an agreement concluded by a state customer with investors, owners (including local authorities) and users of an object for the entire period of construction, reconstruction, overhaul, establishing the volume, direction and timing of investments, mutual rights, obligations and responsibilities of the parties for the implementation of the investment project in the form of capital investments;

reconstruction of capital construction objects (with the exception of linear objects) - a change in the parameters of a capital construction object, its parts (height, number of floors, area, volume), including a superstructure, restructuring, expansion of a capital construction object, as well as replacement and (or) restoration load-bearing building structures of a capital construction facility, with the exception of replacing individual elements of such structures with similar or other elements that improve the performance of such structures and (or) restoration of these elements;

reconstruction of linear facilities - a change in the parameters of linear facilities or their sections (parts), which entails a change in the class, category and (or) initially established indicators of the functioning of such facilities (capacity, carrying capacity, etc.) or which requires a change in the boundaries of the right of way and ( or) security zones of such objects;

overhaul of capital construction facilities (with the exception of linear facilities) - replacement and (or) restoration of building structures of capital construction objects or elements of such structures, with the exception of load-bearing building structures, replacement and (or) restoration of engineering and technical support systems and networks of engineering and technical provision of capital construction facilities or their elements, as well as replacement of individual elements of load-bearing building structures with similar or other elements that improve the performance of such structures and (or) restoration of these elements;

overhaul of linear facilities - a change in the parameters of linear facilities or their sections (parts), which does not entail a change in the class, category and (or) initially established indicators of the functioning of such facilities and which does not require a change in the boundaries of the right of way and (or) security zones such objects;

highway - a transport infrastructure facility intended for the movement of vehicles and including land plots within the boundaries of the right of way of a highway and structural elements located on them or under them (roadbed, road surface and similar elements) and road structures that are its technological in part, - protective road structures, artificial road structures, production facilities, elements of road improvement;

elements of the arrangement of roads - structures, which include road signs, road barriers, traffic lights and other devices for traffic control, recreation places, stopping points, objects intended for illumination of roads, footpaths, points of weight and overall control of vehicles, toll collection points, parking lots of vehicles, structures intended for the protection of roads and artificial road structures, sidewalks, other structures intended for ensuring road traffic, including its safety, structures, with the exception of road service facilities;

repair of a motor road - a set of works to restore the transport and operational characteristics of a motor road, the performance of which does not affect the design and other characteristics of the reliability and safety of the motor road;

reserve of funds for unforeseen work and costs - funds intended to compensate for the cost of work and costs, the need for which arises in the process of developing working documentation or during construction as a result of clarification of design decisions or construction conditions in relation to the objects (types of work) provided for in the approved the project, as well as to compensate for the costs associated with errors in estimates, including arithmetic, identified after the approval of the project documentation;

additional work - work identified during construction, reconstruction or overhaul, associated with a change in technological, design solutions of the approved project and an increase in the estimated cost, as well as arising in connection with the introduction of new legislative and regulatory legal acts.

1.4. The chief manager of the regional budget funds has the right, within the limits of the funds provided by the regional budget for the next financial year and planning period, to make proposals to the Governor of the Rostov Region on the redistribution of funds between objects. Upon receipt of consent to the redistribution of funds, the main managers of funds prepare appropriate changes to the regional long-term target programs.

1.5. The fulfillment of the functions of the customer (including construction control) for the construction, design and overhaul of objects of regional property, except for road facilities, is carried out by the state budgetary institution of the Rostov region in accordance with the state task approved in the prescribed manner.

Placement of an order for the purchase of services for construction control and performance of other functions of the customer for the organization of construction, reconstruction, overhaul of facilities, as well as the repair of roads and artificial structures on them of municipal property is carried out in accordance with applicable law.

The fulfillment of the functions of the customer (including construction control) for the construction, design, overhaul and repair of public roads of regional and intermunicipal significance and artificial structures on them is performed by the Ministry of Transport of the Rostov Region.

2. Procedure for development and approval

2.1. The development of design (estimate - for overhaul, which does not affect the design and other characteristics of the reliability and safety of the capital construction object) documentation is carried out on:

construction, reconstruction, overhaul of facilities and repair of regional roads - the main manager of the regional budget funds at the expense of funds provided for these purposes in the regional budget.

construction, reconstruction, overhaul and repair of municipal property - at the expense of funds provided for these purposes in the budgets of municipalities of the region, as well as in the regional budget (the fund for co-financing the expenses of the regional budget and the reserve fund of the Government of the Rostov region).

2.2. Design documentation must comply with the requirements of the legislation in the field of urban planning, regulations in the field of design and construction, as well as the design task.

2.3. The composition of sections of project documentation and the requirements for the content of these sections are established depending on the types of objects in accordance with Decree of the Government of the Russian Federation dated February 16, 2008 No. 87 "On the composition of sections of project documentation and requirements for their content."

Preparation of design documentation at the initiative of the developer or technical customer can be carried out in relation to individual stages of construction, reconstruction of capital construction projects.

In the case of a major overhaul of capital construction facilities, separate sections of project documentation are prepared on the basis of the assignment of the developer (technical customer), depending on the content of the work performed during the overhaul of capital construction facilities.

In the case of preparation of sections of design documentation for linear facilities, individual stages of construction and reconstruction of capital construction facilities, as well as sections of design documentation for major repairs based on the assignment of the developer (technical customer), depending on the scope of work, a subsequent assessment of the compliance of these sections with the requirements of technical regulations is carried out by issuing the appropriate conclusion of the state autonomous institution of the Rostov region "State examination of draft documents of territorial planning and project documentation" (hereinafter - GAU RO "State examination of draft documents of territorial planning and project documentation").

2.4. Design documentation and results of engineering surveys are subject to state (non-state) expertise in accordance with applicable law.

After receiving these conclusions, the project documentation is approved:

with an estimated cost of work up to 50 million rubles inclusive (at the current price level) for objects of regional property - the main manager of the funds of the regional budget, objects of municipal property - local governments;

with an estimated cost of work of more than 50 million rubles (at the current price level) - by the Deputy Governor of the Rostov Region, in charge of the facility on an industry basis.

2.5. Determination of the estimated cost of construction, reconstruction, overhaul, as well as the formation of prices for construction products and calculations for work performed at facilities financed from the regional budget, are carried out in accordance with the Methodology for determining the cost of construction products on the territory of the Russian Federation (MDS 81-35.2004), approved by resolution State Committee of the Russian Federation on construction and housing and communal services dated 05.03.2004 No. 15/1 and the Instruction on the composition, procedure for developing, coordinating and approving design estimates for the overhaul of residential buildings (MDS 13-1.99), approved by a resolution of the State Committee of the Russian Federation on construction and housing and communal complex dated 12/17/1999 No. 79.

2.6. Project documentation is subject to verification for the reliability of the estimated cost in the manner prescribed by the Decree of the Government of the Rostov Region dated October 20, 2011 No. 70 “On the reliability of determining the estimated cost of capital construction projects”.

For objects of construction, reconstruction, overhaul, which affect the design and other characteristics of the reliability and safety of capital construction objects, the verification is carried out by the GAU RO "State Expertise of Draft Documents of Territorial Planning and Project Documentation".

When carrying out a major overhaul, a check for the reliability of determining the estimated cost is carried out by an institution (budgetary or autonomous) subordinate to the federal body state power or executive authority of the Rostov region.

3. The procedure for the formation of the initial

(maximum) price of the state

contracts for construction, renovation,

overhaul of facilities and repair of roads

3.1. Approval and (or) approval of tender documentation (auction documentation) for construction and installation and repair and construction works is carried out by the chief manager of the regional budget funds for objects of regional property, the customer - for objects of municipal property only if there is a design (budget) approved in the prescribed manner documentation.

The assignment for the design and calculation of the initial (maximum) price of the contract for the objects of design, construction, reconstruction and overhaul of municipal property, the financing of which is provided at the expense of the regional budget, is agreed upon by the main manager of the regional budget. Coordination is carried out in the presence of a conclusion on the reliability of determining the estimated cost of design work.

3.2. The initial (maximum) price of the state (municipal) contract (hereinafter referred to as the contract) is determined and (or) agreed upon by the main manager of the regional budget funds (customer) for:

execution of design and survey works;

performance of construction and installation (repair) works;

supply of equipment;

performance of commissioning, archaeological surveys, architectural supervision and other works (services).

3.2.1. In the calculation of the initial (maximum) price of the contract for the performance of construction and installation, repair and construction and other works (provided by the customer for their performance by the contractor), commissioning and archaeological works are accepted:

the estimated cost of construction (repair) at the base price level in accordance with the estimate documentation, which received a positive conclusion from the state (non-state) examination, a conclusion on reliability and approved in the prescribed manner;

contingency costs:

no more than 2 percent - of the cost for chapters 1 - 12 (1 - 9 for capital repairs) of the consolidated estimate calculation for non-production facilities;

no more than 3 percent - of the cost for chapters 1 - 12 (1 - 9 for capital repairs) of the consolidated estimate calculation for production facilities;

for facilities whose construction, reconstruction and overhaul are carried out with the involvement of federal budget funds - indices published by the Ministry of Regional Development of the Russian Federation as of the date of publication of information on placing an order;

for other objects located on the territory of the Rostov region - indices recommended by a letter from the Ministry of Construction of the Rostov region on the date of publication of information on placing an order;

reduction factor of "unconditional anticipatory savings" 0.97;

The calculation of the initial (maximum) price of the contract is made according to the chapters of the consolidated estimate calculation of the project documentation approved in the prescribed manner, taking into account the cost of work (in current prices at the time of placement of the notice of the tender), broken down by years (quarters) of the planned period of construction (repair) .

During the construction, reconstruction, overhaul of facilities and the repair of roads at the expense of the regional budget, the state customer, when calculating the initial (maximum) price of the contract, provides for the reimbursement of the contractor for the costs of voluntary insurance of construction risks in the amount of up to 1 percent of the cost of the work performed, if these costs are available in the approved design and estimate documentation.

The calculation of the initial (maximum) price of the contract for construction and installation (repair) work, the implementation of which is carried out within 12 calendar months (according to the construction organization project) is carried out at current prices at the time of placement of the bidding notice and is not indexed during the entire construction period ( repair) object.

If the terms of construction, reconstruction, overhaul of the facility are more than 12 months, the calculation of the initial (maximum) price of the contract can be carried out according to the following formulas, taking into account the distribution of volumes by years (quarters) of the planned period of construction (repair) and forecast inflation indicators for the corresponding period performance of work:

Ki is the forecast indicator of price growth for the corresponding period of contract work, calculated on the basis of forecast inflation indicators recommended by the Ministry of Economic Development of Russia, as of the date of publication of information on placing an order;

to and tn - the time period for the performance of contract work.

At the same time, the cost of work performed during the first 12 months of construction (repair) is taken into account in the initial (maximum) price of the contract at current prices at the time of placement of the bidding notice.

3.2.2. The initial (maximum) price of the contract for design and survey work is determined according to reference books of basic prices for design and survey work, taking into account:

for facilities whose construction, reconstruction and overhaul are carried out with the involvement of federal budget funds - price indices published by the Ministry of Regional Development of the Russian Federation, as of the date of publication of information on placing an order;

for other objects located on the territory of the Rostov Region - price indices recommended by a letter from the Ministry of Construction of the Rostov Region, as of the date of publication of information on placing an order;

reduction factor of "unconditional anticipatory savings" 0.97.

The cost of developing design documentation for the construction, reconstruction, overhaul of facilities includes the costs of its approval, state (non-state) examination, verification of the reliability of determining the estimated cost of capital construction facilities (if necessary).

3.2.3. The initial (maximum) price of the contract for services for construction control and other functions of the customer at municipal property is determined on the basis of the costs provided for these purposes in the approved design (estimate) documentation, or on the basis of the calculation of an individual standard calculated by the customer in accordance with Guidelines for calculating the costs of the customer-builder service, recommended by the letter of the Ministry of Construction of the Russian Federation dated 12/13/1995 No. VB-29 / 12-347 “On the Methodological Guide for calculating the costs of the customer-builder service” and agreed by the municipal customer. At the same time, the amount of funds for construction control should not exceed the expenditure standards determined by the Decree of the Government of the Russian Federation dated June 21, 2010 No. 468 “On the procedure for conducting construction control during the construction, reconstruction and overhaul of capital construction projects”.

4. The procedure for the formation of a firm contract

construction, renovation and capital works

repair of objects and repair of highways

4.1. The price for works on construction, reconstruction and overhaul of facilities, repair of roads, determined by a state or municipal contract, is a firm contractual price.

The fixed contract price remains unchanged throughout the entire period of construction, reconstruction and overhaul of facilities, as well as the repair of roads, with the exception of cases provided for by Federal Law No. services for state needs and municipal needs.

4.2. The cost of work performed under contracts for the construction, reconstruction, overhaul of facilities and repair of roads is determined in accordance with the conditions for placing an order on the basis of the approved estimate documentation, taking into account indices, forecast indicators of price growth used by the main manager of the regional budget funds (customer) when calculating the initial (maximum) contract price in accordance with paragraph 3.2 of section 3 of this Procedure and a reduction factor determined by the ratio of the price offered by the contractor at the auction and the initial (maximum) contract price.

4.3. The cost of work performed on transferable objects, contracts for which are concluded based on the results of auctions held before the entry into force of this resolution, is determined in accordance with the terms of the previously concluded contract.

4.4. State and municipal contracts for the development of project documentation must contain conditions on the procedure for payment, providing for the final payment after receiving a positive conclusion from the examination. If a negative opinion is received, the final calculation is carried out after receiving a positive opinion issued on the basis of the results of the re-examination and the conclusion on the reliability of the estimated cost.

At the same time, at the discretion of the customer, it is allowed, depending on the specifics, technical complexity of the design object, the completeness of the development of design and working documentation (architectural, functional-technological, structural and engineering solutions, the degree of their detail), payment for work under the contract in the following stages:

for work performed, but not more than 20 percent of the contract value;

payment of the Contractor's costs for the examination of design products in accordance with the calendar plan and on the basis of the Contractor's copy of the agreement on state (non-state) examination and documents confirming the payment of such an agreement;

final settlement - upon receipt of a positive conclusion of the state (non-state) examination.

4.5. Under the terms of state and municipal contracts for construction, installation and repair work, it is necessary to provide for the contractor's obligation to ensure that work is performed at the facility in two shifts.

4.6. Under the conditions of state and municipal contracts for design and survey work, it is necessary to provide for the financial responsibility of the designer for poor-quality documentation based on the calculation of cumulative losses (financial, social) from untimely commissioning of the facility, as well as the obligations of designers to conclude an agreement on field supervision for project support until the delivery of the object.

4.7. Under the conditions of state and municipal contracts for repair and construction works, it is necessary to provide for the financial responsibility of the contractor for poor-quality performance of work based on the calculation of cumulative losses (financial, social) from untimely commissioning of the facility, as well as the obligation of designers to conclude an agreement on field supervision for project support until the delivery of the object.

5. Procedure for financing work

for the construction and reconstruction of facilities from the regional budget

5.1. Financing of construction (reconstruction) objects from the regional budget is carried out on the basis of:

5.1.1. The regional law on the regional budget for the next financial year and planning period, the Federal Law of February 25, 1999 No. 39-FZ “On investment activities in the Russian Federation, carried out in the form of capital investments”.

5.1.2. Regional long-term target programs, the investment program of the Rostov region for the current financial year.

5.1.3. Limits on budget commitments.

5.1.4. Documents that are the basis for concluding a contract in accordance with the legislation on placing orders.

5.1.5. Prisoners in due course:

a contract for the performance of construction and installation works, for the supply of equipment and the provision of other services;

a contract for the manufacture of design products, including pre-design and design and survey work.

5.1.6. Cash plan for the execution of the regional budget.

5.1.7. Documents-grounds for the occurrence of expenditure obligations.

5.1.8. Payment documents for payment for the performed works (services) submitted by the main manager of the regional budget funds to the body providing cash services for the execution of the regional budget.

5.2. Contracts for the performance of contract works are concluded for the entire period of construction (reconstruction) in accordance with the conditions for placing orders. They indicate the cost of works (services) to be performed, including in the current year, sources of financing, the procedure for their payment, the amount and procedure for financing construction (reconstruction), the responsibility of the parties to ensure the fulfillment of obligations.

Within the framework of a contract concluded for the entire period of construction (reconstruction), additional agreements are concluded annually for the current financial year in compliance with the requirements for contracts, within the limits of budget obligations for construction and reconstruction.

A mandatory annex to the contract is a work schedule, which indicates the consolidated volumes (stages of construction work) of work and their cost, as well as the calculation of a fixed contract price.

5.3. Payment for the construction of title temporary buildings and structures (specially erected or adapted for the period of work) is carried out by the state customer (customer) for the actually constructed temporary buildings and structures on the basis of the estimate documentation compiled by the contractor, agreed upon by the technical customer, acts of acceptance and transfer of such structures to the state customer (customer), but not more than the costs provided for these purposes in the approved project documentation.

Payment for unforeseen work identified during the construction (reconstruction) of the facility is carried out by the state customer (customer) on the basis of an act (approval protocol) on the need to perform such work and documents confirming the costs of their implementation, including estimates agreed by the technical customer, contractor , the design organization - the developer of the project, and approved by the state customer (customer).

5.4. The chief manager of the regional budget funds controls the fulfillment of contractual obligations by customers and contractors for the construction (reconstruction) of objects financed from the regional budget, including objects of municipal property.

5.5. The customer is responsible for the violation of the state and municipal contracts concluded for the construction and reconstruction of facilities, as well as the performance of design and survey work, obligations or their improper fulfillment in accordance with the civil legislation of the Russian Federation, the terms of the contracts and the state assignment approved in in the prescribed manner (for objects of regional property).

5.6. Payment for services for the implementation of architectural supervision over the progress of construction and reconstruction of objects of regional property, for the preparation of technical documentation for completed objects and expenses provided for in the article "other costs" in accordance with the Methodology for determining the cost of construction products on the territory of the Russian Federation (MDS 81-35.2004), approved by the Decree of the State Committee of the Russian Federation for Construction and Housing and Communal Complex dated 05.03.2004 No. 15/1, is carried out by the state customer on the basis of contracts concluded within the funds, allocated budgetary allocations, acts of work performed and invoices.

Payment for construction control services, other functions of the customer and architectural supervision at municipal property financed from the cost co-financing fund is carried out at the expense of the local budget provided for co-financing of objects.

5.7. The chief manager of the regional budget funds, upon request, sends notifications on the amount of funding to customers who carry out construction control and other functions related to the organization of construction of regional property, except for regional and intermunicipal roads.

5.8. The chief manager of the regional budget funds pays additional costs when performing work in the winter in accordance with the GSN 81-05-02-2007.

5.9. For newly launched design objects, with the exception of road facilities, the main manager of budget funds at the design stage pays at least 10 percent of the cost of services under the agreement on technological connection of the object in accordance with the current provisions of the decrees of the Government of the Russian Federation on connection to engineering infrastructure networks. At the time of passing the state (non-state) examination, it is necessary to have available documents confirming the payment made under such an agreement.

5.10. For facilities related to the implementation of measures for the preparation and holding of the 2018 FIFA World Cup, the State Customer has the right to provide in the tender (auction) documentation for the advance payment of works (services) in the amount of up to 30 percent of the amount of the agreement (state contract), but not more than the limits budgetary obligations brought to the corresponding financial year, with the subsequent advance payment of the work performed after confirmation of the fulfillment of the work provided for by the agreement (state contract) in the amount of the advance payment made (with the limitation of the total amount of the subsequent advance payment not more than 70 percent of the amount of the agreement (state contract).

6. Procedure for financing work

for major repairs of facilities, as well as

repair of roads from the regional budget

6.1. Financing of work on the overhaul of facilities and the repair of roads from the regional budget is carried out on the basis of:

6.1.1. The regional law on the regional budget for the next financial year and planning period, the orders of the Government of the Rostov Region on the allocation of funds from the reserve fund of the Government of the Rostov Region, other legal acts of the Government of the Rostov Region, Federal Law No. Federation, carried out in the form of capital investments.

6.1.2. Regional long-term target programs, the investment program of the Rostov region for the current financial year.

6.1.3. Limits on budget commitments.

6.1.4. Documents that are the basis for concluding a contract in accordance with the legislation on placing orders.

They indicate the cost of works (services) to be performed, including in the current year, sources of financing, the procedure for their payment, the amount and procedure for financing major repairs, and the responsibility of the parties to ensure the fulfillment of obligations.

6.3. Within the framework of the contract concluded for the entire period of overhaul, as well as the repair of roads, additional agreements are concluded annually for the current financial year in compliance with the requirements for contracts, within the limits of budget obligations.

6.4. The main managers of the regional budget funds, regional state institutions, local governments - recipients of the regional budget funds are obliged to ensure construction control over the progress of design and repair and restoration work at capital repair facilities financed from the regional budget.

6.5. Design objects for the overhaul and repair of roads are determined based on the results of a survey of the road network. List of design objects for major repairs and long-term repairs target program is not included and is approved by the Deputy Governor of the Rostov Region - the Minister of Transport.

6.6. At the objects of major overhaul of regional property (except for road facilities), the regional state institution, on the balance sheet of which the object is located:

draws up a task for an instrumental examination;

takes part in the inspection of the overhaul object (together with the design organization) and in the preparation of a conclusion on the technical condition of structural elements and utilities;

coordinates the acts of the technical condition of structures and the inventory of work to be performed during the overhaul, separately for each object.

The main manager of the regional budget funds:

approves the task for design and survey work on overhaul;

provides verification of compliance of the performed design and survey work with the design task;

takes part in the work of the acceptance committee.

6.7. At the facilities for the overhaul and repair of roads and artificial structures on them of regional and intermunicipal significance, the Ministry of Transport of the Rostov Region and local governments on local roads perform the following:

based on the results of the annual inspection of highways and artificial structures on them, a list of capital repair design objects and a list of sections of highways to be repaired in the next year following the current year are selected and approved;

develop a task for design and survey work on major repairs and the development of defective statements and estimates for the repair of roads and artificial structures on them;

prepare competitive (auction) documentation for carrying out design and survey work on overhaul, for technical inspection and development of estimate documentation for repair work and organize tenders for the right to perform these works;

according to the results of the auction, they conclude state (municipal) contracts for the performance of design and survey work, for the performance of work on the preparation of defective statements and the development of estimates for repairs;

organize work on quality control of design and survey work, work on compiling a defective statement and developing estimates for repairs, coordinating the design decisions made, organizing intermediate and final acceptance and payment for work, ensuring compliance of the completed design and survey work with the design assignment;

organize the procedure for approval of design estimates;

provide construction control over the progress of repair work;

if necessary, provide the organization of architectural supervision.

6.8. The costs of the customer and other costs for the overhaul of the object are taken into account by the main manager of the regional budget funds when determining the limits of budgetary obligations.

6.9. The frequency of overhaul of facilities, as well as the repair of roads is determined in accordance with the current regulatory legal acts. The decision on the need for a major overhaul is made by the main manager of the regional budget funds on the basis of a passport for the facility and a technical report on the state of the supporting structures of buildings and structures or a list of defects.

6.10. Payment of additional costs during the performance of work in the winter, the cost of erecting title temporary buildings and structures (specially erected or adapted for the period of work) and unforeseen work identified during the overhaul is carried out by the state customer (customer) in the manner and on conditions similar to provided for during the construction (reconstruction) of facilities.

7. Accounting and reporting

7.1. The main managers of the regional budget funds, regional state institutions, customers, contractors, suppliers of goods (services) and equipment are responsible for the targeted and efficient use of budgetary funds allocated to their management, timely reporting on the work (services) performed.

7.2. The main managers of the regional budget funds, regional state institutions, customers carry out accounting, draw up and submit reports on the use of regional budget funds to finance the construction, reconstruction, overhaul of facilities, as well as the repair of roads in the manner prescribed by current legislation.

Regional state institutions and customers submit to the state customer accounting and other reports on the use of regional budget funds in the manner and within the time limits established by the state customer.

7.3. The main manager of the regional budget funds:

7.3.1. Quarterly reviews and analyzes reports submitted by regional budgetary institutions and customers on the amount of work performed and financed for the reporting period.

7.3.2. Carries out accounting of received budgetary funds in accordance with the current legislation on accounting in budgetary institutions.

7.3.3. Submits reports to the Ministry of Finance of the Rostov Region and state statistics bodies in the forms and within the time limits established by the current legislation.

Based on the results of the financial year, within the timeframe for submitting the annual report, sends to the Ministry of Finance of the Rostov Region a report on the actual use of the regional budget funds provided for the construction and overhaul of facilities, with the allocation of funding from the cost co-financing fund, the reserve fund of the Government of the Rostov Region and the federal budget .

7.4. The main administrators of budgetary funds exercise financial control over subordinate administrators (recipients) of budgetary funds in terms of ensuring the lawful, targeted, effective use of budgetary funds in accordance with Article 269 of the Budget Code of the Russian Federation in accordance with the conditions and goals determined when providing these funds from the budget.

The main managers of budgetary funds exercise control over the use of the regional budget funds by their recipients in accordance with the conditions and purposes determined when providing these funds from the budget.

The main managers of budgetary funds have the right to conduct inspections of subordinate managers (recipients) of budgetary funds and state (municipal) unitary enterprises.

In accordance with Article 4 of the Federal Law "On the budget of the Federal Compulsory Medical Insurance Fund for 2010 and for the planning period of 2011 and 2012", the Government of the Russian Federation decides:

1. Approve the attached:

Rules for the provision in 2010 of subsidies from the budget of the Federal Compulsory Medical Insurance Fund to the budgets of territorial compulsory medical insurance funds for medical examinations of orphans and children in difficult life situations staying in stationary institutions;

1. These Rules determine the procedure for granting in 2010 subsidies from the budget of the Federal Compulsory Medical Insurance Fund (hereinafter referred to as the Fund) to the budgets of territorial compulsory medical insurance funds (hereinafter referred to as territorial funds) for conducting medical examinations of orphans and children in hospitals difficult life situation.

2. The provision of subsidies to the budgets of territorial funds for medical examination of children (hereinafter referred to as subsidies) is carried out within the budgetary allocations provided for by the Federal Law "On the budget of the Federal Compulsory Medical Insurance Fund for 2010 and for the planning period of 2011 and 2012" for medical examination of children.

3. Subsidies are provided to the budget of the territorial fund on the basis of applications from the territorial fund on a monthly basis based on the number of orphans and children in difficult life situations staying in stationary institutions, subject to medical examination in accordance with the schedule for medical examination in the subject of the Russian Federation for the current financial year, and the cost standard for medical examination of one child, subject to the following conditions:

a) the territorial fund concludes with state (municipal) healthcare institutions (hereinafter referred to as healthcare institutions) licensed for medical activities, including works (services) in the specialties "pediatrics", "neurology", "ophthalmology", "children's surgery", " psychiatry", "otorhinolaryngology", "obstetrics and gynecology", "children's dentistry", "traumatology and orthopedics", "children's urology - andrology", "children's endocrinology", "laboratory diagnostics", "functional diagnostics", "ultrasound diagnostics" , contracts in accordance with the standard form approved by Decree of the Government of the Russian Federation of December 29, 2007 N 945;

b) a separate account of the territorial fund is opened in accordance with the established procedure in a subdivision of the settlement network of the Central Bank of the Russian Federation for the transfer of subsidies;

c) the territorial fund monthly, until the 20th day, submits applications for the provision of subsidies in the manner and in the form that are established by the Fund;

d) the territorial fund submits a schedule for the medical examination of children for the current financial year, approved by the constituent entity of the Russian Federation;

e) the territorial fund on a monthly basis, before the 20th day of the month following the reporting one, submits reports on the use of subsidies in the manner and in the forms established by the Fund.

4. The Fund, on a monthly basis, until the 25th day, transfers subsidies from a separate account opened in accordance with the established procedure in the settlement network unit of the Central Bank of the Russian Federation on the balance sheet account for accounting for the Fund's funds, to territorial funds to separate accounts opened to finance the costs of medical examination children in subdivisions of the settlement network of the Central Bank of the Russian Federation on the balance sheet account for accounting for funds of territorial funds.

5. The territorial fund transfers funds received in the form of subsidies to a healthcare institution on the following terms:

a) the health care institution concludes an agreement with the territorial fund in accordance with the standard form approved by Decree of the Government of the Russian Federation of December 29, 2007 N 945;

b) the health care institution uses the funds transferred by the territorial fund to conduct medical examinations of children;

c) in accordance with the established procedure, a separate account of a healthcare institution is opened to transfer funds to finance the costs of medical examination of children.

If it is impossible for a healthcare institution to open a separate account in accordance with the established procedure, these funds shall be recorded separately on the account opened by the healthcare institution for recording the funds of compulsory medical insurance;

d) the health care institution maintains registers of invoices for completed cases to pay for the costs of medical examinations of children in the manner established by the Fund;

e) the health care institution monthly, before the 10th day of the month following the reporting one, submits, in the manner and in the form established by the Fund, the indicated registers of accounts for the reporting period to pay for the costs of the medical examination of children;

f) the health care institution keeps records of orphans and children in difficult life situations who have undergone medical examinations in stationary institutions in the manner established by the Ministry of Health and Social Development of the Russian Federation.

6. Territorial funds conduct a medical and economic examination of invoices submitted by healthcare institutions for payment of expenses for the medical examination of children and pay them in the prescribed manner on a monthly basis, no later than the 25th day of the month following the reporting one.

7. Funds received by health care institutions for conducting medical examinations of children are directed to pay for the labor of medical workers of these institutions participating in the medical examination of children (with the exception of district pediatricians, general practitioners (family doctors), nurses of district district pediatricians, general (family) practice nurses), for the purchase of consumables necessary for the medical examination of children, and for the remuneration of medical workers involved in the medical examination of children in accordance with contracts concluded by healthcare institutions with licenses for the required types of work (services ) health care institutions whose medical workers are involved in carrying out the specified medical examination.

8. Subsidies not spent in the reporting month are credited to territorial funds for subsequent financing and are considered an advance payment for medical examination of children in the next reporting month within 2010.

The lack of funds required according to the register of invoices to pay the expenses for the medical examination of children in the previous month is reimbursed to territorial funds in the current month within the limits of the amounts of subsidies credited in previous months in the form of advance payments.

Reimbursement by the Fund of expenses for the medical examination of children carried out in the previous year is carried out in the first quarter of the current year on the basis of the information provided by the territorial fund upon completion of calculations according to the registers of accounts for the medical examination of children in the manner and in the forms established by the Fund.

9. Health care institutions keep a separate account of the funds spent on medical examination of children, and submit reports to the territorial funds in the manner and in the form established by the Fund.

a) carry out, within 5 days, a medical and economic examination of invoices submitted by the Institution for payment of expenses for the medical examination of orphans and children in difficult life situations staying in stationary institutions;

b) on a monthly basis, no later than the 25th day of the month following the reporting one, pay the expenses incurred by the Institution for medical examination of orphans and children in difficult life situations staying in stationary institutions, according to the submitted registers of accounts.

2. Institution:

a) ensures, in accordance with the schedule, the medical examination of orphans and children in difficult life situations staying in stationary institutions during the period of validity of this Agreement;

b) provides, in the manner determined by the Ministry of Health and Social Development of Russia, accounting for orphans and children in difficult life situations who have undergone medical examination, who are in stationary institutions, and in the event of circumstances that prevent the medical examination of orphans and children in difficult life situations, informs the Foundation in writing within 3 days;

c) maintains registers of invoices for payment of expenses for medical examinations of orphans and children in difficult life situations staying in stationary institutions;

d) submit to the Fund no later than the 10th day of the month following the reporting one, registers of invoices for payment of expenses for the medical examination of orphans and children in difficult life situations staying in stationary institutions;

e) opens a separate account in accordance with the established procedure for transferring funds to finance the costs of medical examination of orphans and children in difficult life situations staying in stationary institutions;

f) submit reports to the Fund in the prescribed form and create the conditions necessary for familiarization with the documents related to the activities of the Institution in pursuance of this Agreement.

III. Notifications and messages

1. All notices and communications related to the execution of this Agreement must be sent in writing.

2. The Parties undertake to immediately notify each other of all changes in their legal addresses and bank details.

IV. The procedure for termination and termination of the Agreement

1. This Agreement shall terminate in the following cases:

a) expiration (suspension, revocation) of the license for the Institution to carry out medical activities;

b) expiration of this Agreement;

c) liquidation of one of the parties to this Agreement.

2. This Agreement may be terminated by either party unilaterally in case of systematic (more than 3 months) failure by one party to fulfill its obligations.

In case of early termination of this Agreement unilaterally, the party initiating the termination shall notify the other party of this 30 days before the date of termination in writing, indicating the reasons.

V. Duration of the Agreement

This Agreement shall enter into force from the date of its signing and shall be valid until _________ 20__.

VI. Other conditions

1. The Parties shall take all measures to resolve disputed issues through negotiations. All disputes not settled between the parties on the implementation of the provisions of this Agreement shall be considered in the manner prescribed by the legislation of the Russian Federation.

2. This Agreement is made in 2 copies having equal legal force. One copy is at the Institution, the second - at the Foundation.
