According to the results of the auction, the state was supposed to receive from Purdorspetsstroy only 961 ruble, although one of the participating companies was ready to offer 50 million rubles.

But a few weeks ago, a new scandal erupted in Yamal over the ill-fated crossing of the Pur River. It all started with employees of YamburgTransService, which owns a crossing a hundred meters from the floating bridge "Highways", under the protection of the police, they installed signs prohibiting passage at the exits to the crossing, and later they blocked the road with concrete blocks. The local media responded with a series of publications about the illegality of installing pontoons, the danger to drivers, and comments from officials accusing the company that owns the crossing of all mortal sins.

Sitnikov built a crossing and began to earn money on fares. The businessman decided to invest the proceeds in the construction of a stationary bridge across the Pur River. In 2011, Sitnikov presented his project to Dmitry Kobylkin, now the governor of Yamal.

The task of removing Sitnikov from the Pur River was undertaken by the chief prosecutor of Yamal, Alexander Gerasimenko, who is friends with Dmitry Kobylkin and flies hunting and fishing with him. A flurry of inspections hit Rosneftegaz. According to the businessman, the assailant strongly advised him to abandon the idea of ​​building a bridge across the Pur. Law enforcement officers qualified the attack as robbery (part 3 of article 162 of the Criminal Code of the Russian Federation), although the criminal did not take any of the valuables and refused the money that Sitnikov offered him.

Under pressure from the security forces and criminals, the head of Rosneftegaz was forced to abandon the idea of ​​building a bridge, and the floating bridge across the Pur to Sitnikov had to be handed over to Magistral LLC. This company is headed by Fidan Khairetdinov, who also does not have strong ties with the Yamal authorities.

In 2016, the new owner of the floating bridge also almost lost his newly acquired property. The reason was the abolition of licensing of this field of activity. The legislation was amended to require companies to buy the ownership of the shipments at auction. In August 2016, the Department of Natural Resources Regulation of the YNAO held a tender in which six companies took part, including Magistral LLC. Before the start of the tender, it turned out that five out of six participants did not provide an enterprise card. And why were they not embarrassed that only one company miraculously found out about the key document during the tender?

The thing is that earlier LLC Purdorspetsstroy was headed by Isa Magomadov, who in narrow circles likes to brag about his friendship with Governor Dmitry Kobylkin. Magomadov was appointed to corporatize the enterprise: under his leadership, MUP Purdorspetsstroy was transformed into an open joint stock company, and then into an LLC, where Magomadov was no longer listed as a director, but as a founder. In 2015, he headed the State Unitary Enterprise Yamalavtodor, after which he had to withdraw from the founders of the company. And Purdorspetsstroy began to receive millions from the budget. In just one day, on April 16, 2016, this company won two tenders announced by Yamalavtodor. One for 116 million rubles, the other for 22 million rubles. And on July 21, 2016, the company signed three contracts at once - for 5, 48 and 62 million rubles. As in the case of the crossing, "Purdorspetsstroy" was the only bidder, and the cost of the contracts did not decrease a single penny.

When it became known about the results of the tender for the water area of ​​the Pur River, the Yamal media raised a scandal. The situation was intervened by the regional OFAS, which achieved the cancellation of the results of the auction. So the second attempt to transfer the crossing over the Pur into the right hands failed.

And in 2017, a new pontoon ferry, built by Yamburgtransservice, suddenly appeared next to the Magistra floating bridge. The Department of Natural Resources Regulation of Yamal signed a 20-year water use agreement with this enterprise. After the abolition of licensing, no other permits are required by law, and Yamburgtransservice, having an agreement in hand, can work quietly for many years. By the way, this company has also won Gazprom's contracts for the provision of services for passing through the ferry. The amount of contracts is more than 80 million rubles.

To earn at least 300 million a year, receiving payments from other oil and gas companies, Yamburgtransservice LLC needed only to get rid of a more convenient floating bridge in the neighborhood. And on July 10, employees of the road patrol service of the police department of the Purovsky district of the Yamal-Nenets Autonomous Okrug closed access to the Magistral crossing for cars, first installing prohibition signs, and then concrete blocks blocking the road. The crossing was declared illegal. The entire flow of transport, which previously used it, was forced to pass to a competitor, Yamburgtransservice LLC.

The floating bridge of the "Magistrali" was two-way, cars could pass each other on it, there were no traffic jams. And because of the one-way traffic at the pontoon crossing of Yamburgtransservice LLC and its low carrying capacity, huge traffic jams immediately arose. The work of oil and gas enterprises on the other side of the Pur was paralyzed. Prices for gasoline and groceries have risen in Urengoy itself. A loud scandal broke out, reaching federal media. Journalists began to ask the traffic police questions why they blocked traffic along the Magistral crossing. They referred to the court decision made by the Arbitration Court against Rosneftegaz back in 2011 and obliging the company to dismantle the pontoon-bridge crossing. However, the crossing has already changed its owner and this court decision no longer applies to it. Journalists also found inconsistencies in the documents (in particular, the location of the crossing was incorrectly indicated), which cast doubt on the decision to dismantle.

On July 24, Fidan Khairetdinov turned to Interior Minister Vladimir Kolokoltsev with a request to help stop what he said was a hostile takeover. 11 Yamal companies that lost the opportunity to work normally due to the blocking of the Highway crossing sent complaints to the head of the department of the federal bailiff service in the YNAO, the chief bailiff of the YNAO, Yevgeny Smirnov. Earlier, Sitnikov wrote a letter about the raider seizure of the crossing to Prime Minister Dmitry Medvedev. After that, the employees of the migration service, with the support of the police, conducted raids on the objects of Rosneftegaz and during them massively detained employees of the company, allegedly to check them. Then the employees of the traffic police who blocked the crossing of the "Magistrali" were joined by employees of the Ministry of Internal Affairs of the Purovsky district of the YaNAO and a private security company hired by Yamburgtransservice LLC. And in the media loyal to the administration of the region, publications appeared justifying the actions of the traffic police and the police.

However, the scandal did not subside, and then, under pressure from the media, the traffic police changed tactics. They were forced to open the passage through the Magistral crossing, but they began to check absolutely all the cars that decided to use it. And since with the right motivation you can always find violations, there were few people willing to take risks. The undesirable crossing was empty.

And on August 21, an end was put in the scandalous story. Referring to the same decision of the Arbitration Court of 2011 in relation to Rosneftegaz, bailiffs, together with the administration of the Purovsky district, began to dismantle the Magistral crossing.

Why did the security forces unanimously take the side of a competing company? To understand this, you need to figure out who this company belongs to. LLC "Yamburgtransservice" was established by LLC "Birbol Group" and a certain Sergey Polevikov, Alexander Solovyov became the director of the enterprise. Then the son of Solovyov Maxim became the sole founder and general director. However, the changes in ownership, according to The CrimeRussia sources among businessmen in Yamal, are only formal. In fact, Yamburgtransservice LLC is still owned by Solovyov and Polevikov.

Polevikov is closely acquainted with the governor of Yamal, Dmitry Kobylkin. This is proved at least by the fact that from 2010 to 2012, Polevikov, together with the governor, was a member of the board of directors of OAO ATK Yamal. This means that it was not difficult for a businessman to dial the necessary number on the phone and ask for power support for his project on the Pur River.

Dmitry Kobylkin is interested in controlling the crossing of the Pur the right people. After all, now the governor is implementing the idea of ​​the head of Rosneftegaz, Oleg Sitnikov, put forward by an objectionable businessman six years ago. The bridge across the Pur will still be built, but already by "their" businessmen and with budget injections, within the framework of a concession agreement. Mostostroy-11 has long established strong ties with the administration and security forces of Yamal. It was this company that built a luxurious villa in the village of Chernaya Rechka for the chief prosecutor of the YaNAO, Alexander Gerasimenko.
