Federica Mogherini, whose biography is described in this article, is the Italian Minister of Foreign Affairs. From 2008 to 2014 was a member of the Chamber of Deputies of the European Union. She distinguished herself by the rapid growth of her political career. In 2014, she became a member of the Italian government for the first time.

Childhood

Federica Mogherini was born on 06/16/1973, in Italy, in Rome. Her father, Flavio, is a talented director, screenwriter and producer. He died when Federica was twenty years old. Despite the fact that her childhood passed in a creative environment, Mogherini chose a different path in life.

Education

After graduating from the Lyceum, Federica worked for a short time in a call center. At the University of Rome, La Sapienza studied politics, which attracted her from childhood. She defended her diploma on the topic "Political Philosophy". Then she studied in Aix-en-Provence, at the Institute for the Study of the Arab World.

The beginning of a political career

Federica Mogherini, whose biography is described in this article, decided at the age of fifteen that she would become a politician, and soon joined the Federation of Communist Youth. In 2001 she was a member of the National Council of the Left Democrats. Then she entered first the National Board of the organization, and then the Political Committee.

Since 2003, Federica has worked in the department dealing with external relations. Then she became a coordinator, took up the problems of Afghanistan and Iraq. Participated in the peace process regarding the Middle East. Communicated with the faction of European socialists. In 2007, she became a member of the Democratic Party. Two years later, she began working in its secretariat. In early 2013, she moved to the National Department of the Party. She was engaged in international relations, relations between the USA and Italy, the European Network in the field of disarmament and non-proliferation of nuclear weapons.

Work in Parliament

In 2008, Federica Mogherini became a member of the 16th Chamber of Deputies. She took part in delegations to the Parliamentary Assemblies of the Council of Europe and the Western European Union. In 2013, she again received a deputy mandate at the 17th convocation. Until 2014, she was a member of the delegation to the NATO Parliamentary Assembly. She has been in charge since August 2013.

In 2014, she was a member of the Commission on Foreign and European Affairs. Substituted for Deputy Minister Lapo Pistelli. Member of the EU Commission. Federica Mogherini resigned her parliamentary mandate in October 2014. The reason was the entry into the new position of the EU High Representative for Security Policy and Foreign Affairs.

At first, Federica's candidacy was blocked by the representatives of Poland, Latvia and Estonia. Mogherini was famous for her pro-Russian stance. But the appointment to the post was included in the quota of the Socialist Party of the European Parliament. As a result, Mogherini's candidacy was fully supported.

The final decision of the appointment was postponed for the near future and then adopted. Since October 31, 2014, Mogherini has been the High Representative of the European Union for Foreign Affairs and Security Policy.

In April 2015, Mogherini announced an official statement from the European Union on the signing of a document between Iran and a group of 6 countries on limiting the nuclear program.

Kyiv mission of the mediator

Mogherini led the Italian delegation to the NATO Parliamentary Assembly in September 2013. In February 2014, Federica arrived in Kyiv on a mediation mission. Mogherini's goal was to resolve the conflict between Yanukovych and the opposition.

From her point of view, the citizens' protest against the corrupt government was justified. Federica Mogherini believed that it was the leadership of the country that was responsible for the unrest and chaos that threatened to turn into a real disaster. Published in the newspaper information about ways to overcome the Ukrainian crisis.

The printed publication indicated that the country was divided into two parts. Some were focused on the West, others - on Russia. Federica believed that mediation could stop the nascent civil war in Ukraine. This required a truce between the warring camps, measures against the use of weapons and bringing the perpetrators to justice.

According to Mogherini, Russia, for its part, should have treated the Ukrainian crisis more responsibly. During telephone conversations with EU high representatives, Federica said that Ukraine needs to guarantee its territorial integrity and sovereignty.

At a press conference in Paris in March, Mogherini noted that the EU needs to "lower the tone" in relation to Russia, the imposition of sanctions against it is not a necessary measure, since the country is open to dialogue. Nevertheless, she noted that it was the Russian Federation that should stop developing its actions in Ukraine.

Attitude towards the annexation of Crimea to Russia

The Crimean referendum, according to Mogherini, was regarded as illegitimate and illegal. In April 2014, she gave an interview to an Italian newspaper. Federica Mogherini said that Italy considers the annexation of Crimea to the Russian Federation as a violation of international rights. Nevertheless, the politician did not consider Russia completely “lost”.

As Minister of Foreign Affairs

Immediately after the appointment of Federica to the post of Minister of Foreign Affairs, she began active work. Mogherini was not embarrassed that she did not have much experience, but she was confident in her abilities. In June 2014, Federica visited a Syrian refugee camp in Lebanon, in the Bekaa Valley. Mogherini called for an end to resistance.

Then Federica went to Beirut, to the abode of Palestinian refugees, Burj al-Barajne. Mogherini urged everyone to find a solution to the crisis according to the Geneva principles. She also planned to visit Israel and Jordan with the same mission.

Federica Mogherini, whose position is directly related to international relations, held talks in the Russian capital and Kyiv with the authorities of both countries, trying to resolve the conflict in eastern Ukraine. She wanted to convince the European Union that it was impossible to isolate Russia. It is an important partner of many states in global politics. Nevertheless, Italy nevertheless joined the sanctions imposed against the Russian Federation.

Italians who know Federica are convinced that she is full of surprises. And one of them may well suit the EU. Mogherini quickly navigates any political situation, especially in international relations. She has excellent training. Federica always chooses excellent consultants. Thanks to these and other qualities, Mogherini is a brilliant specialist in the political arena, especially in international relations.

Personal life

The head of European diplomacy, Federica Mogherini, is married to the well-known Democratic Party activist Matteo Rebesani. He is an associate of Walter Veltroni. In 2005, the couple had a daughter, whom their parents named Katerina. In 2010, the second girl, Marta, was born.

Hobbies Mogherini

Mogherini is fond of poetry. Most of all she likes the poet Pablo Neruda. In her free time, Federica listens to Vasco Rossi and Daniele Silvestri. Mogherini speaks several languages: French, English and Spanish. Sometimes likes to read tabloid novels.

Mogherini herself has repeatedly admitted in interviews that she loves to travel. She is hospitable and very happy with her friends, and in her busy schedule she always finds time for her family. The meteoric rise of Mogherini's political career is associated by many observers with a strong friendship with Veltroni. It is possible that Federica was given patronage due to long-standing family ties. Her aunt, Isa Mogherini, was Veltroni's mother's best friend.

Place of Birth. Education. Born in Rome (Italy), the daughter of the Italian stage designer and director Flavio Mogherini. Studied politics at the Sapienza University of Rome, defended a diploma in political philosophy on the relationship between religion and politics in Islam within the Erasmus project in France (Aix-en-Provence).

Career. In 1996, Federica Mogherini joined the left-wing youth organization Sinistra giovanile, in 2001 she joined the National Council of the Left Democrats, and later their National Board and Political Committee.

In 2003, she began working in the party's Department of External Relations, where she was responsible for relations with various movements, and later became the department's coordinator, dealing with the problems of Iraq and Afghanistan, the peace process in the Middle East, relations with the Party of European Socialists, the Socialist International and its constituent parties, as well as with the US Democratic Party.

In 2007, she joined the Democratic Party, in 2009 she was responsible in its Secretariat for directing the policy of ensuring equal opportunities.

In 2008, Federica Mogherini was elected to the 16th Chamber of Deputies.

From May 22, 2008 to October 12, 2010 and from October 13, 2010 to March 14, 2013, she was Secretary of the IV Commission (defence).

From September 24, 2008 to June 30, 2011, she participated in the Parliamentary Delegation to the Parliamentary Assembly of the Western European Union, and also in the Parliamentary Delegation to the Parliamentary Assembly of the Council of Europe from September 24, 2008 to March 14, 2013.

In December 2013, she joined the National Secretariat of the Democratic Party, the Institute of International Relations, the Council for Relations between Italy and the United States, the European Network for Disarmament and Non-Proliferation of Nuclear Weapons.

In 2013, Federica Mogherini became a deputy of the XVII convocation.

From May 7, 2013 - Member of the III Commission (Foreign Affairs and Relations with the European Union), from May 7, 2013 to February 21, 2014 - Member of the IV Commission (Defence), where she replaced Deputy Foreign Minister Lapo Pistelli.

On July 2, 2013, she joined the Parliamentary Delegation to the NATO Parliamentary Assembly (since August 1, 2013 she has been heading it).

On February 22, 2014, Mogherini took the oath of office as Italy's foreign minister in the government.

On July 14, 2014, it was reported that Mogherini's candidacy for the post of EU High Representative for Foreign Affairs and Security Policy was blocked by representatives of Eastern Europe (primarily Poland, Estonia and Latvia), who were concerned about the overly pro-Russian position of Mogherini and Renzi himself (in particular, their support project "South Stream"). However, the appointment to this position is included in the quota of the socialist faction of the European Parliament, which fully supports the candidacy of Mogherini. On July 16, 2014, the controversy over the appointment of Mogherini could not be overcome, and the decision to form a new European Commission was postponed to the next meeting, on August 30, 2014.

On August 30, at a meeting of EU leaders in Brussels, Mogherini was approved as High Representative for Foreign Affairs and Vice-President of the European Council (took office on November 1, 2014).

Some observers associate Mogherini's successful political career with Veltroni's patronage, explaining it by their long-standing personal acquaintance - in particular, Federica's aunt, screenwriter Isa Mogherini, was a close friend of Veltroni's mother.

On November 1, 2019, Federica Mogherini was replaced as EU High Representative for Foreign Affairs and Security Policy.

Attitude to the political crisis in Ukraine. February 10, 2014 Mogherini arrived in Kyiv as part of a delegation of the NATO Parliamentary Assembly with a mediation mission to resolve the open conflict between President Yanukovych and the opposition. Mogherini calls mediation the only possible European policy in this crisis.

On March 1, 2014, Mogherini, in telephone conversations with the EU High Representative for Foreign Affairs and her other colleagues, including Kerry, Fabius and Sikorsky, stated the need to guarantee the sovereignty and territorial integrity of Ukraine.

On March 5, 2014, at a press conference in Paris, Mogherini noted that the moment had come to "lower the tone" and that the imposition of sanctions against Russia was not a necessary measure, since the road for continued dialogue remained open.

On March 9, 2014, Mogherini said in an interview: “In Ukraine, Putin’s Russia must stop: we cannot risk war in Europe. I believe that no one wants it, everyone hopes that it will not happen, for this Moscow must stop. it is necessary to resume the process aimed at preserving a united Ukraine, with the involvement of all its citizens in it.

On March 17, 2014, arriving at a meeting of the EU Foreign Affairs Council in Brussels, Mogherini said that she considers the door open for dialogue with Russia, and also stated: Now we are working out all together a unified reaction to the referendum in Crimea, which we regard as illegal and illegitimate .

On April 11, 2014, while on a visit to Stockholm, Mogherini gave an interview to the Svenska Daglabet newspaper, in which, among other things, she stated that Italy regards the annexation of Crimea to Russia as a violation of international law, but does not consider Russia completely "lost".

Family status. Married to Matteo Rebesani, a close associate of Walter Veltroni. There are two daughters: Katerina (born 2005) and Marta (born 2010).

The new face of EU foreign policy is the Italian Federica Mogherini, who came to diplomacy from party work. Therefore, it should not be surprising that as the High Representative for Foreign Affairs and Security Policy of the EU, she immediately began to waver along with the Euroline.

Elena Pushkarskaya, Rome

Talking about the appointment of a compatriot to the highest foreign policy post of the EU, many Italian information portals published an eloquent photo. On it, Federica Mogherini, who had just learned about her victory from Twitter, is crying in a completely non-bureaucratic way, while she covered her face with one hand, and squeezes the phone with the other, which brought the good news.

Well, the emotions are understandable: to get the title of European Commissioner at the age of 41 (Mogherini is the youngest among European ministers), moreover, at the very beginning of her diplomatic career (she has been in charge of the Italian Foreign Ministry for only half a year), all this is worth a lot. Moreover, she had to fight for the post: the decision to appoint her - the only one that Italy claimed in the status of EU presidency - was taken long and hard.

"Nothing personal"

As soon as the name of Federica Mogherini was uttered on the sidelines of Brussels, accusations of "incompetence" rained down on her. The Financial Times even called such a candidacy "disappointing".

There was "nothing personal" or anti-Italian here - similar criticism was expressed by Ms. Maugerni's compatriots when half a year ago, a little-known functionary of the Democratic Party in international circles took off to the post of head of the Italian Foreign Ministry. That is why when Matteo Renzi began to break through the post of European Commissioner for her, there was talk that he either just wants to get rid of the inexperienced minister, or in this way "batters the door" in front of Enrico Letta, who was ousted from the premier's chair by him, who, by the way, in Europe, were not averse to seeing him as their chief diplomat.

Soon, however, it turned out that in addition to youth and inexperience, which, as you know, are reparable, the Italian candidate had, in the words of the Wall Street Journal, another claim - "her disposition towards Putin's Russia." Representatives of Eastern Europe - the Baltic States and Poland - also pressed on this thesis.

The fact is that Mogherini made a whole series of statements about the inexpediency of sanctions against Russia and calls to solve the problem of confrontation between Russia and the West through diplomacy. However, similar theses at that time were expressed by many ministers and politicians of Italy, which has a long-standing strategic partnership with the Russian Federation.

As for Mogherini herself, her good working contact with Sergey Lavrov, established since their first meeting in March at the Rome conference on Libya, was noted by almost all analysts. And when in July Italy assumed the presidency of the Council of the European Union (with which many hopes were associated to mitigate the conflict between Russia and the West), Mogherini (not without the intention of raising her political weight in Europe) immediately went on visits to Kiev and Moscow. However, her peacekeeping statements, and even more the fact that, bypassing the protocol, the Italian was received in the Russian Federation not only by her colleague minister, but also by Vladimir Putin, did a disservice to the candidate for European commissioners. In any case, the verdict sounded "too close to the positions of Russia." And Jean-Claude Juncker, who received (not without the support of Renzi) the post of head of the European Commission, who, as the media wrote, had certain agreements with the Italian prime minister about Mogherini, suddenly became very cold towards her candidacy and even postponed the issue of the EU foreign policy vacancy until the end of August . At the same time, they remembered two other candidates (Junker always wanted to see a woman in this post) - the Bulgarian Kristina Georgieva and the Dane Helle Torring Smith.

Women's happiness

Business card

Born in the family of film director Flavio Mogherini in 1973, Federica entered politics as a high school student: in 1996 she joined the youth organization Sinistra giovanile. After studying politics at the Sapienza University of Rome, she joined the department of international affairs of the Democratic Left party, and when that party was disbanded, she joined the secretariat of the Democratic Party. There, the stubborn girl, who continued to persistently engage in international relations, made her way to a high level under the direct guidance of the leaders. But Mogherini's career was determined by her decision to go to the camp of Matteo Renzi during the primaries - in December 2013, he was nominated for the post of Secretary General. After becoming prime minister a few months later, Renzi offered her the post of foreign minister in his government instead of the incomparably more experienced Emma Bonino.

Federica Mogherini knows how to combine her intensive work with her personal life. She is married to a well-known Democratic Party activist and has two daughters. “And most of all I love to travel and spend time with my family and the people I love,” Federica Mogherini wrote in her resume.

Change of milestones

However, Matteo Renzi would not be himself if he had not brought the matter to the end. True, this time, in addition to the ability to convince, his status as the leader of the country - the chairman of the European Union - played a certain role. But the main argument in favor of Mogherini, according to political scientist Luigi Ippolito, was the rhetoric of Italian officials against sanctions against Russia that stopped after the tragedy with the Malaysian Boeing.

By August, the bets were finally made, but in Russia, by inertia, they continued to root for the Italian. Some Russian experts even commented on Mogherini's appointment as "playing into our hands." But in the very first interview after the appointment, Federica Mogherini turned to Russia with a completely different profile.

Answering questions from Corriere della Sera, the new EU foreign policy commissioner dotted the i's: "Russia itself is responsible for the economic sanctions that the West has imposed on it", "the Kremlin is acting against the interests of its own people." And the next day, during a press conference in Brussels, she issued a very rigid formula: "The strategic partnership between Russia and the EU has come to an end."

It is not difficult to discern a certain signal in the visit of Mogherini (still in the position of Italian foreign minister) to Moldova that followed immediately after the appointment. She called this country "an example for states with a European aspiration, because she chose the western vector, while at the same time trying to maintain good relations with the east." Incidentally, Donald Tusk, a Pole elected chairman of the European Council, who in Europe is called the "anti-Russian hawk," became Mogherini's immediate supervisor. And although Federica Mogherini still has the image of a “dove” in this tandem, today it is clear that this is nothing more than a game of shadows.

In Russia, this change of milestones of yesterday's ally, probably disappointed many. However, after reading the biography of a young politician, as well as statements, both her own and about her, you understand: speaking out against sanctions against Russia, and then for them, Federica Mogherini is actually true to herself. In this, she resembles all other pragmatists from the "Erasmus generation" (that is the name of those who were born in Europe after the 1970s, having automatically received the opportunity to travel the world and receive education in different EU countries - under the program of the same name).

By the way, all of the above does not exclude that tomorrow they will change again - along with the new general Euroline.

That's what Mogherini said

Direct speech

Judging by the revelations in the Italian media and her own blogs, the smiling Italian is quite modern in communications.

“I thought it would be great to have my own space where you can write that America is a great country that can, of course, experience bad moments, but in general remains a fantastic legacy of humanity.”

F. Mogherini's blog, 2006

“As for my experience, since 1994 I have dealt exclusively with European and international issues. My network of foreign contacts is diverse. It rather includes future prime ministers, although there are quite a few current ones ... My contacts with many of these people are informal, I I contact them daily via SMS.

Federica Mogherini (born 16 June 1973) is an Italian politician and the current EU High Representative for Foreign Affairs and Vice President of the European Commission since 1 November 2014.

Origin and education

Where did Mogherini Federica start her life? Her biography began in Rome, in the family of director and screenwriter Flavio Mogherini (1922-1994), who worked with the great Pasolini. He directed several films as a director, including those with the participation of Marcello Mastroianni. Unfortunately, her father died when Federica was only 10 years old.

After high school, she graduated from La Sapienza University in Rome with a degree in political science. Her diploma was in the field of political philosophy and was devoted to the study of Islam in terms of the relationship between politics and religion in it. It was written while Federica worked for the Erasmus project at the French research institute IREMAM (Aix-en-Provence).

Early political career

Mogherini Federica in her youth (from the age of 15) was a member of the Italian Communist Youth Federation since 1988. However, in the late 80s, many young Italians sympathized with the communists, and their leader Enrique Berlinguer seriously fought for the prime minister's chair. After the collapse of the Italian Communist Party and its transformation into a social democratic party, Federica was (since 1996) a member of the Union of the Left Youth. Then she left politics for several years. In 2001, the Left Democrats (DS) party of the social democratic direction was re-formed in Italy. Federica Mogherini first became a member of its national council, and soon joined the national executive committee of the party.

Stages of the political career of the last decade

In 2003, Federica Mogherini began working in the foreign affairs section of the DS, and then in the Political Committee of the party, where she was given the task of building relations with international movements and parties. In this role, she participated in dialogue with politicians in Afghanistan and Iraq, as well as in the establishment of peaceful coexistence in the Middle East. During the same period, she maintained contacts with the Eurosocialists, the leadership of the Socialist International, as well as with the American Democrats.

Metamorphoses of Italian politics

First, the Left Democrats entered into a coalition with other Italian left parties called the Olive Tree. But because of the inconsistent position on domestic political issues, this coalition lost the support of voters. Meanwhile, elections to the European Parliament and to the national parliament of Italy were approaching. Then the leadership of the "Olive Tree" decided to "rebrand" its political force and create a new democratic party from the parties of the left coalition.

Following its formation on November 4, 2007, Federica Mogherini joined the staff of its founder and chairman, Walter Veltroni (with whom she had already worked as an assistant during his tenure as mayor of Rome). Her choice turned out to be correct - today it is the largest party in Italy.

Member of parliament

In 2008, Federica Mogherini became a member of the Italian Parliament of the 16th convocation on the list of the Democratic Party in the Veneto district. She became secretary of the parliamentary defense committee and a member of the Italian parliamentary delegation to the Council of Europe.

On February 24, 2009, she was appointed assistant to the newly elected chairman of the Democratic Party, Dario Franceschini. Since then, she has been a prominent member of his faction in Parliament. During that period, she also served as Vice President of the Italy-USA Foundation.

In February 2013, she was re-elected to the Parliament from the district of Emilia-Romagna. On August 1, 2013, she was elected as head of the Italian delegation to the NATO Parliamentary Assembly.

As a member of the European Parliament, in February 2014 Italian politician Federica Mogherini visited Kyiv at the height of the confrontation between the Euromaidan and President Yanukovych. The leitmotif of her speeches at that time was the appeal of the parties to the conflict for restraint, which, unfortunately, was never heard by anyone.

Foreign Minister of Italy

How long did the parliamentarian Mogherini Federica continue her activity? Her biography at the beginning of 2014 took a new turn. She joined the government cabinet of the current head of the Democratic Party as foreign minister and the third woman after Susanna Agnelli and Emma Bonino to hold this position. She was only 41 years old, so her career rise came as a surprise to many in the country, including the president. However, this high post was not the last in the career of such a politician as Federica Mogherini. A photo of her period of work in the Italian government is given below.

Political career peak

In the summer of 2014, elections to the European Parliament were held. 11 million voters voted for the Italian Democratic Party, which amounted to 40% of all Italians who voted. As a result, the Italian Democrats constituted the largest group in the Social Democratic faction of the European Parliament.

Under these conditions, the leadership of the European Commission, as a body formed by the parliament, considered it necessary to have an Italian politician as the EU High Representative for Foreign Affairs. In this post, the European Commission saw Federica Mogherini. Her appointment was not easy. Poland and the three Baltic countries were actively opposed. The Mogherinis recalled pro-communist views in their youth. Her opponents did not like the fact that the Italian government took a low-key position on the issue of sanctions against Russia. But after the Italians joined the anti-Russian sanctions, the situation changed. Mogherini's candidacy was supported by the French president, and in August it was approved by all European prime ministers at their summit. EU diplomat Federica Mogherini took office on November 1, 2014.

Political positions

In her first press conference, she stated that her efforts would be aimed at establishing a dialogue between Russia and Ukraine in order to resolve the crisis between them. Mogherini also advocates for the EU to play a leading role in an attempt to restart the US-brokered Palestinian-Israeli peace talks. In April 2014, starting her work as head of the Italian Foreign Ministry, she visited the region for several days. Mogherini said last November that "in the Gaza Strip, the world cannot afford another war."

Relations with the United States

A fan of the US, Mogherini told Reuters in 2014 that she would like to work there one day. In negotiations for a transatlantic trade and investment partnership between the EU and the US, she is pushing for an energy chapter, arguing that it was the right thing to do in terms of transparent rules that energy markets in the rest of the world could eventually move to.

Personal life

Mogherini is married to Italian official Matteo Rebesani, son of Colonel Domenico Rebesani. They have two daughters: Katerina (born in 2005) and Marta (born in 2010).
